This product comes with everything listed and does work. I have installed these HIDs in some foglights on the front of my truck and they have been working great for about a month!

Worked great for the first 3 months and now one side doesn't want to ignite when turned on. so i drive with 1 headlight on sometimes. But sometimes they both work.

the light products by this pair of bulbs is definitely comparable to HIDs. Worth the price, thumbs up!
